Xi Jinping Announces China’s New National Climate Commitments​
September 24, 2025— Chinese President Xi Jinping delivered a video address at the United Nations Climate Change Summit on September 24, focusing on the critical stage of global climate governance. He put forward three key propositions: "strengthening confidence, shouldering responsibilities, and deepening cooperation," while announcing China’s new round of nationally determined contributions (NDCs) for 2035. The announcement has drawn widespread international attention.


Core Elements of China’s New NDCs


The 2035 NDCs announced by President Xi represent China’s first comprehensive plan for reducing net greenhouse gas emissions across the entire economy after reaching peak carbon emissions. The targets span multiple dimensions, including emission reductions, energy structure transformation, industrial upgrading, and climate resilience:


  • Emission Reduction Targets: By 2035, China aims to reduce its net greenhouse gas emissions across the entire economy by 7%-10% compared to peak levels, striving for even greater reductions.


  • Energy Transition: Non-fossil energy consumption will account for over 30% of total energy use, with the combined installed capacity of wind and solar power reaching more than six times that of 2020—aiming for 3.6 billion kilowatts.


  • Ecological Carbon Sinks: Forest stock volume will exceed 24 billion cubic meters.


  • Industrial Upgrading: New energy vehicles (NEVs) will become the mainstream of newly sold vehicles.


  • Carbon Market & Climate Adaptation: The national carbon emissions trading market will cover major high-emission industries, and a climate-resilient society will be largely established.



This new set of climate commitments underscores China’s continued leadership in global climate action, aligning with the long-term goals of the Paris Agreement while balancing economic growth, energy security, and sustainable development.
